Meaning these buildings are unsafe to live in, they cannot be fixed, they must torn down. After the buildings are RED TAGGED it is illegal to go back inside.  After the Northridge Earthquake many homes and buildings were RED TAGGED . The people had to sneak in and out of their homes to get their stuff, but no one was trying to stay in those dwellings anyway because of the aftershocks.  After the Northridge Earthquake there was a mass Exodus of people moving out of California.
