Up to 180,000 people in Jackson, Mississippi may have little or no running water for an "extended period," say officials. Water available now is not safe enough to brush teeth. The majority-Black city's water system is chronically underfunded, but officials blame flood damage.

Meaning these buildings are unsafe to live in, they cannot be fixed, they must torn down. After the buildings are RED TAGGED it is illegal to go back inside.  After the Northridge Earthquake many homes and buildings were RED TAGGED .
